SHOULD STRUGGLING STUDENTS REPEAT A GRADE?

We all know that as per the RTI act in India students cannot be detained

or expelled upto grade 8, irrespective of their academic performance.
The act was introduced under the continuous and comprehensive education
policy of India and is in practice already, but currently under scrutiny

again because it seems that children haven’t been taking their studies

too seriously after the law was put to effect in 2009-10. Many of the
states and institutions have already asked for an amendment of the act
suggesting a non detention policy applicable till class 5 only,  while
some others want it scrapped altogether.

The question is what if the existing non detention policy is scrapped
out in totality and the detention policy based on performance is again
put into practice. Is it a good idea?

An even important question rather is, how to deal with academically
struggling students.  Is repeating a grade, the appropriate solution to
this problem or is there any other way out?
